$30 Million in Tariff Relief Is Now Available for New York Farmers

New York State has launched the Agricultural Resiliency Against Tariffs Program, a $30 million fund to help farmers recover from rising costs and lost markets caused by the 2025 federal tariff policy. Dairy, livestock, specialty crop and aquaculture producers across the state may qualify for direct payments ranging from $1,000 to $25,000, depending on 2025 production and revenue data.

Funds are distributed across two tracks — one for cow dairy farms and another for livestock, specialty crops and aquaculture — and farms with qualifying activity in multiple categories may apply to both, with total payments capped at $25,000 per legal entity.

To qualify, farms must be actively operating, produce eligible products within New York State and meet the program’s agricultural income threshold.

How Federal Tariff Policy Is Impacting New York Farmers

For many New York farms squeezed by higher input costs and shrinking export markets, this relief can make a real difference. The impact is especially pronounced for producers facing both reduced export demand and the higher costs of imported inputs like feed, fertilizer and equipment.

The broader tariff environment continues to evolve, making it even more important for producers to stay informed and ensure their financial data reflects current conditions.

The program is only open for a short window, and the application process may be challenging for producers to complete on their own.

Eligibility Requirements and CPA Certification

The key application requirement is that your eligibility must be certified by a licensed financial professional, such as a CPA. Getting the underlying production and revenue numbers right is what determines whether your application is accepted and how much relief you ultimately receive. This includes validating that at least two-thirds of qualifying income is derived from agricultural activity and ensuring production data aligns with program definitions.
