The reality is simpler: most licensing decisions can be reduced to a small set of structured questions. The key to effective role-based licensing is ensuring those questions are answered with the right inputs.

In part one of Withum’s three-part Microsoft 365 licensing series, we start at the foundation: understanding how your organization is actually using its licenses. Before evaluating costs or optimizing your licensing strategy, it’s critical to assess current usage and uncover opportunities to better align licenses with business needs.

Before You Start: The Inputs That Matter

Before assigning or revisiting licenses, organizations should define a few core dimensions. These inputs form the foundation of an effective role-based licensing strategy:

The M365 Licensing Decision Tree

Once the inputs are clear, licensing decisions can be simplified into a repeatable framework by moving through four key questions.

Step 1: Do users only need web-based tools?

The first question, which is often the most overlooked, is whether users require desktop applications at all.

Many roles operate almost entirely in a browser-based environment, using email, Teams and lightweight document editing. In these cases, assigning full desktop-enabled licenses introduces unnecessary cost.

In practice: Segment users by device type (company-managed, personal or shared) and apply security and policy controls only where enforcement is required.

Step 3: Do they need enterprise compliance or governance?

At this stage, the focus shifts from productivity and device control to data and regulatory requirements.

The final step addresses advanced scenarios requiring:
